Transavia France flight delay and cancellation: your rights
There are two Transavias. The Dutch one flies HV flight numbers from Amsterdam and Rotterdam. The French one flies TO flight numbers from Paris-Orly, Lyon and Nantes. Both belong to the Air France-KLM group.
Your boarding pass says which one flew you. Start there, because the claim goes to the airline that operated the flight.
What a delayed flight pays

Amounts are per passenger, not per booking. A delay of 3–4 hours over 3,500 km may be reduced by half under Article 7(2).
Both are EU airlines, and that settles a lot
France is an EU state, so Transavia France holds an EU operating licence. EU261 therefore covers its flights in both directions.
A departure from Orly is covered, as any EU departure would be. So is the flight home from Marrakesh, Tunis or Tel Aviv, because an EU airline operated it. Passengers often assume the inbound leg from outside Europe falls outside the rules. On this airline it does not.
The amounts are €250, €400 and €600, set by distance. Compensation is owed per passenger, so a family of four multiplies the figure.
Which Transavia flew me, and does it matter?
It matters only for the address on your letter. The rights are identical, because both airlines hold EU licences.
Read the flight number on your boarding pass. TO is Transavia France. HV is Transavia Netherlands. Name that flight number, the date and your actual arrival time in the first line of your claim.
