Does EU261 cover a Cyprus Airways flight delay on the way home?

Why is the Cyprus Airways inbound leg from outside Europe covered?
EU261 covers any departure from an EU or EEA airport, whoever operates it. It covers an arrival into the EU from outside only when an EU airline flies it.
