Cyprus Airways flight delay and cancellation: your rights
Cyprus Airways flies from Larnaca to Greece, Italy, France, Spain, the Czech Republic, Switzerland, Israel, Lebanon and the United Arab Emirates. The company behind the brand is Charlie Airlines, and it holds a Cypriot operating licence.
Cyprus is an EU state. That single fact decides the half of the network most passengers assume falls outside the rules.
What a delayed flight pays

Amounts are per passenger, not per booking. A delay of 3–4 hours over 3,500 km may be reduced by half under Article 7(2).
Why the inbound leg is covered
EU261 covers any departure from an EU or EEA airport, whoever operates it. It covers an arrival into the EU from outside only when an EU airline flies it.
Cyprus Airways is an EU airline. So a Larnaca to Tel Aviv flight is covered on the way out, and the flight home from Tel Aviv, Beirut or Dubai is covered too. On most airlines serving those routes it would not be.
The amounts are €250 up to 1,500 km, €400 between 1,500 and 3,500 km, and €600 beyond that. Larnaca to the Gulf sits in the middle band.
Does EU261 cover my flight back from Beirut?
On Cyprus Airways, yes. The airline holds an EU licence, and that is what carries the regulation across the return leg.
Ask for the reason in writing before you leave the airport. Keep the boarding pass. Then check the recorded times, because the claim turns on when the aircraft actually arrived.
