The airline escapes compensation only by proving extraordinary circumstances, and the burden of proof is on them.

The airline blamed weather or air-traffic control. Is that the end of it?

No. Weather and ATC restrictions can be extraordinary circumstances, but a one-line claim is not evidence — the airline must show the specific conditions made your specific flight's cancellation unavoidable. Technical faults and the airline's own crew shortages or strikes generally do NOT qualify as extraordinary.
