Technical faults and the airline's own crew shortages or strikes generally do NOT qualify as extraordinary.

Does EU261 apply to flights to Greece?
Any flight DEPARTING an EU/EEA or UK airport is covered regardless of airline or destination — so outbound holiday flights are protected. The return leg is covered when the operating carrier is an EU or UK airline. Non-EU carriers flying you home from outside the EU are the main gap.
