The airline blamed weather or air-traffic control. Is that the end of it?

No. Weather and ATC restrictions can be extraordinary circumstances, but a one-line claim is not evidence — the airline must show the specific conditions made your specific flight's cancellation unavoidable. Technical faults and the airline's own crew shortages or strikes generally do NOT qualify as extraordinary.

Does EU261 apply to flights to Croatia?

Any flight DEPARTING an EU/EEA or UK airport is covered regardless of airline or destination — so outbound holiday flights are protected. The return leg is covered when the operating carrier is an EU or UK airline. Non-EU carriers flying you home from outside the EU are the main gap.
