Does EU261 cover a Binter Canarias flight delay?

What a delayed flight pays
Amounts are per passenger, not per booking. A delay of 3–4 hours over 3,500 km may be reduced by half under Article 7(2).
How much is a delayed Binter inter-island flight worth?
Every Canary Islands route is under 1,500 km, so the compensation is €250 a passenger. Mainland routes depend on distance: Seville and Málaga are 1,378 to 1,483 km from Gran Canaria and Tenerife, so €250, while Madrid and Barcelona are over 1,500 km, so €400.

The figure does not follow the fare. It is set by distance alone. An inter-island seat can cost far less than €250, and the compensation is still €250 if you land three or more hours late.
The resident discount does not change it either. That discount is a subsidy on the ticket price, and EU261 never looks at the price.
Is a short island hop worth claiming?
Yes, and for a family it is worth several times the fare. Four passengers on a delayed Tenerife to Lanzarote flight are owed €1,000 between them.
Keep the boarding pass and ask the airline in writing for the cause. On island routes the answer is often the weather, which can be a genuine defence. It is not an automatic one: the airline must also show that no reasonable measure would have avoided the disruption.
